The purpose of this job is to contribute towards the achievement of British Council Bulgaria operational goals by providing effective office support to staff as well as administrative support to the Country Director in keeping with British Council policies and Bulgarian legal requirements.

Role overview
Context and environment:
The Business Support Department consists of Finance Unit (Chief Accountant, two Accountants), IT Coordinator, Resources Coordinator and Business Support Officer. There are 39 full-time posts, we work with up to 30 hourly paid teachers and a range of service providers for activities on Civil Contracts. Since 2013 we are registered in Bulgaria as a Branch of a Foreign Non-Profit Organisation Working in the Public Interest. As a cultural relations organisation, the British Council has policies that explain the ways in which we behave to protect privacy, children, the environment as well as how we provide freedom of information, and provide equal opportunities.
Accountabilities, responsibilities and main duties:
Duty 1 (60%) – Administrative support
(Accountable to Country Director)
- Maintain the Travel Requests and Claims register
- Handle Travel Orders
- Carry out statutory Health & Safety activities in keeping with Bulgarian legal requirements
- Maintain Register of Health & Safety self-declarations of all employees and training documentation
- Ensure all job descriptions are compliant with legal requirements and filed accordingly
- Issue and register employment contracts, including changes and termination, at NRA
- Issue any legally required labour documents (Orders, Notice, job offer etc.)
- Maintain and update HRIS on monthly basis (newcomers, leavers, other staff changes)
- Maintain staff files and ensure they are fully compliant with regulations
- Organise and maintain a centralised process of issuing of Civil Contracts
- Organise regular trainings for existing staff and trainings for new hires, as required by Bulgaria Labour Legislation and Induction procedures (mandatory trainings).
- Maintain a single physical archive for business contracts up-to date
- Coordinate procurement exercises and maintain a single file
- Check expiry dates for contracts and liaises with Internal Departments for extension addendums and/or other type of amendments
- Liaise with Finance to confirm validity of contracts for vendors issuing invoices for BC
- Support Finance/Procurement colleagues and colleague from Internal Departments with contracts inquiries to ensure 100% contractual compliance from a Procurement perspective
- Monitor Conflict of Interest and Gifts Register forms from staff
Duty 2 (30%) – Payroll support
(Accountable to Finance unit)
- Maintain an up-to-date hard copy Leave Register according to Bulgarian Labour Code
- Respond to enquiries about leave entitlements and number of days left
- Maintain the Sick Leave register
- Maintain Overtime claims register
- Prepare monthly payroll data including overtime, bonuses, leaves, medical leaves/medical certificates available
- Check accuracy of data towards processing of the monthly payroll
- Provide updates to HR reports/data upon request across all business units
Duty 3 (10%) – Other business support
(Accountable to Country Director)
- Coordinate the office’s work and reporting in Equality, Diversity, Inclusion (EDI)
- Act as country coordinator for the Country Information Assurance Maturity Model (CIAMM)
- Advise and provide support to the Teaching Centre Administrative Assistant to ensure understanding of and compliance with relevant sections of the Obligations and Contracts Act and with internal policies
- At least bi-annually update the Business Continuity Plan
